Smarter Food Safety: It’s More Than Just Technology

One of the most important and necessary focuses for food manufacturers in 2021 is their commitment to a strong food safety culture. This has become even more evident due to the challenges faced during this covid-19 pandemic. Food Safety Culture has been included in the most recent standards of the GFSI (Global Food Safety Initiative) and in the FDA blueprint for the New Era of Smarter Food Safety.

In July, 2020, the FDA presented the guidelines to the New Era of Smarter Food Safety and this blueprint outlines the approach.  In this document you will find suggested goals to enhance traceability, improve predictive analytics, create more rapid response to outbreaks, address new business models, reduce contamination of food and the development of strong food safety cultures. In the section entitled The Four Core Elements the subject of food safety culture is discussed in depth.

What is a company’s food safety culture?  This is not just a matter of corporate improvement and technical changes to meet requirements of both regulators and auditors in order to obtain necessary certification.  Food Safety Culture is a clear description of the specific beliefs, practices and values of the company as they relate to food safety and the transmission of those beliefs from the top down to all levels within the organization.  This new mindset must become part of every employee’s psyche and part of the everyday operations in the plant.

Implementing Cultural Change: People are not easy to change and implementing a new food safety culture won’t happen overnight.  Obviously, the message of the company’s owners and management team is a key component to the success of implementation of any new culture.  Uplifting speeches, video presentations and posters may provide necessary training, but they are not enough.  The new culture message must be constantly reinforced along with managerial direction and engagement with employees at all levels.  Employees should feel that they “own” the food safety processes in their respective departments and with ownership comes not only pride but responsibility.

An updated FSMA plan must be in place and adhered to. Time and money must be allocated to training and routine food safety meetings must take place as management continues to build the new food safety culture. Employees must understand the importance of their jobs, no matter how large or small a role they play in keeping food production safe.  It’s not just a matter of how and what they are doing… but it’s a matter of why.

2021年、食品メーカーにとって最も重要かつ必要な点のひとつが、食品安全性の文化を強化するというコミットメントです。このことは、新型コロナウイルス感染症の世界的大流行を受けて業界が直面した課題によって今まで以上に明らかになりました。食品安全性の文化は、最新のGFSI(国際食品安全イニシアチブ)基準、さらにFDA(米国食品医薬品局)が打ち出した「スマートな食品安全性の新時代ブループリント」にも盛り込まれました。

FDAは2020年7月、「スマートな食品安全性の新時代」と称するガイドラインを発表しました。このブループリントでアプローチを説明しています。この文書を読むと、トレーサビリティの強化目標、予測分析の改善、問題発生時の迅速な対応、新しい事業モデルへの対応、食品汚染の予防、さらに優れた食品安全性の文化の醸成が提案されていることが分かります。そして、「4つのコア要素」というセクションで、対象となる食品安全性の文化が詳細に説明されています。

企業の食品安全性の文化とは? これは単に、企業の業務体制を改善したり技術を刷新したりして規制当局と監査の要件を満たし、必要な認証を受けることを意味するわけではありません。食品安全性の文化とは、食品安全性に関する企業の具体的な理念、実践、価値観を明確に説明し、それをトップダウンで組織内のあらゆるレベルに浸透させていくことを意味します。この新しいマインドセットが、すべての従業員の姿勢に反映されて、工場の普段の業務体制の一部にならなければなりません。


文化を変えていくには:人というのは、そうやすやすと変わるものではなく、新しい食品安全性の文化も一夜にして導入できるものではありません。どんな新しい文化の導入においても、会社のオーナーや経営陣が発するメッセージは、明らかに重要です。従業員の意欲をかきたてるようなスピーチや談話、ビデオ、ポスターで必要な研修を提供することはできるかもしれませんが、それだけで十分というわけでもありません。新しい文化のメッセージを絶えず確認し、経営の方向性と従業員エンゲージメントをあらゆるレベルで実践していく必要があります。従業員は、自分の部署の食品安全性のプロセスに対して「当事者意識」を感じ、誇りと責任感を持って臨むべきです。

FSMA(食品安全強化法)の計画も更新して、順守しなければなりません。食品安全性を目的とした研修や定期的なミーティングのために時間と予算を割くことで、経営陣が率先して新しい食品安全性の文化を構築していく必要があります。従業員は、食品生産の安全性確保において果たしている役割の大小にかかわらず、自分の仕事の重要性を理解しなければなりません。「何」を「どのように」実践するかだけでなく、「なぜ」実践するのかを理解することです。
